Jim Paganelli, Executive Director,
Essex County Improvement Authority, New Jersey

“The Project Development team has the ability to understand construction where many of us don’t.  They were invaluable because they brought everything together; sequencing, scheduling, interaction with contractors, and the ability to explain things so we could make an informed decision.  They were in the trenches the whole way.  There were many late night meetings that allowed us to go out to the site the next day with a clear plan.  The government can be pennywise and pound foolish, yet with Project Development’s help we came in ahead of schedule and substantially under budget.”

“ The key for someone in the public sector is to know the gravity of what you’re doing. Understand the complexity of the project. The lesson is, planning today will save you time and money and keep your project on budget.”

About the Essex County Project

$416 million multi-use prison and courts facility in Newark New Jersey

Project Development was retained by Essex County three years into a project that was significantly behind schedule and $200 million over budget. Our challenge was to provide expert assistance to reduce the damages being incurred by Essex County.

Our involvement resulted in improving the scheduled completion date by over six months, resolving Prime Contractor Claims at 29% of face value, with all accomplished for a minimum of legal and consulting fees.

The ultimate result of our involvement was the completion of the largest public project in the history of the State of New Jersey with no post construction disputes or litigation. Project Development’s participation provided Essex County with timely completion assistance, significant reduction of claimed damages, and the elimination of years of litigation.

Nancy Carolan
General Services Administrator and Director of Purchasing
City of Sarasota, Florida

"As an administrator of public projects, I am aware there is always public scrutiny and rightly so; since we are stewards of the taxpayer's money. Not having an extensive background in architecture, engineering or construction management, I realized that it was imperative to have a partner who could coordinate oversight and provide a plan to mitigate issues as they became apparent."

"Having Project Development as the Owner's representative provided an extension of my staff.  When issues arose, they provided me with a technical perspective allowing me to make informed decisions that kept the project on course.  They kept the entire project team focuses with a coordination of effort and time sequencing.  PDI provided another dimension of professionalism to the project with my best interest in mind. By the way- We completed the project on time and on budget.

A
bout the City of Sarasota Project

The Sarasota Federal Building was originally built in 1934 by nationally known architect George Albree Freeman. In March 1984, the Federal Building was listed in the National Register of Historic Places. In 2002 the City of Sarasota began the historic restoration and renovation of the Federal Building.

Project Development was chosen as the Owner’s Representative for this historic project. The City of Sarasota benefited from our experience and expert guidance that prevented problems from arising by time sensitive management of critical elements over the course of the project. Our involvement resulted in the completion of the restoration and renovation of the building on time, within budget and dispute free.
